3M became TFT members in 2014. We support 3M’s renewed commitment to responsible sourcing of pulp and paper across their entire operations.
3M’s revised Pulp and Paper Sourcing Policy, released in March 2015, reflects its commitment to responsible sourcing across its pulp and paper supply chain. The policy expects that all the wood fiber used in 3M products, packaging and manufacturing processes should be legal, traceable, not associated with deforestation or harm to high conservation values, and respect workers and indigenous people’s rights.
3M’s responsible sourcing program for P&P built on its Legal Harvest program which was designed to ensure compliance with global legal harvesting legislation. TFT has helped 3M to revise their policy and to build a program to implement the policy that goes beyond legality to also incorporate social and environmental expectations for its suppliers.
Implementation of the policy is a substantial undertaking given the complexity of 3M’s global supply chains. 3M has hundreds of direct suppliers in multiple categories including production papers, paper-based packaging and paper-based outsourced manufacturing. TFT and 3M work closely to map 3M’s supply chains and to understand how suppliers are managing risks in their own supply chains, in order to meet 3M expectations and promote responsible pulp and paper production globally. 3M seeks to collaborate with its suppliers, and expects suppliers to take responsibility for their own upstream supply chains by implementing programmes similar to 3M.
3M and TFT partnership
TFT has been supporting 3M as they follow the Values Transparency –Transformation Verification (VTTV) approach.
TFT and 3M have laid a solid foundation the past few years through collaborative work on values and transparency. In 2017, TFT and 3M will be continuing on the journey through deep engagement with priority suppliers and implementing transformation practices within the supply chain. The overall goal is to identify how all parties can collaborate to find solutions and improve practices to ensure that suppliers are meeting 3M’s policy expectations.
The TFT – 3M partnership is also based on providing strategic guidance in an ongoing manner throughout the VTTV process. TFT helps 3M develop strategies for addressing concerns where they arise, staying on top of current issues in the industry. TFT helps 3M to communicate their evolving product story to consumers and stakeholders. 3M has committed to publishing two public progress updates annually.
Key activities of the partnership
Supply chain mapping and tool development: With the release of the 3M policy in 2015, work began by engaging with suppliers to map 3M’s supply chains back to forest source. 3M leads on this important work, which involves ongoing communication with suppliers. TFT supports by providing strategic guidance on the development and revision of key tools. For instance, TFT advised on supplier questionnaires used to track 3M’s pulp and paper supply chain from direct supplier back to pulp mill, forest source and country/district of harvest.
In 2017, 3M and TFT are increasing their engagement with 3M’s global supplier network. 3M and TFT are continuing to collaborate on traceability and transparency by creating questionnaires for suppliers to report on their progress in conforming with the 3M policy. 3M and TFT are creating a complementary tool for 3M to track supplier progress in reaching alignment with 3M’s expectations, and will be adapting it to a supplier database system.
Regional support, trainings and capacity building: TFT regional staff with expertise in the pulp and paper sector work directly with 3M staff in North America, Asia, Europe and Latin America. TFT has conducted trainings for 3M staff and suppliers around the world to better understand the policy and expectations, and how to adapt the approach to be most successful.
3M is committed to building their internal capacity to actively participate in developing solutions and pushing conversations forward with suppliers. Capacity building can take different forms. The Canadian Boreal is a region that has been prioritized for pulp and paper work due to risks around management of threatened caribou habitat and conflicts with indigenous First Nations communities. In September 2015, TFT arranged a trip for four 3M senior staff members to meet with caribou experts and with First Nations in Quebec Province in Canada to hear first-hand about the current state of the science and their concerns and perspectives. This knowledge can then be used by 3M to better understand their global supply chain and its potential impacts and to make strategic sourcing decisions.
In 2017, TFT regional teams will work closely with 3M regional teams to provide necessary support.
Desktop risk assessments: TFT periodically conducts desktop risk assessments of 3M’s pulp and paper supply chain. This includes a review of supplier information to evaluate environmental and social risks and overall policy conformance. TFT reviews all the companies and locations involved in 3M’s supply chains – from direct supplier to paper and pulp mills to forest sources. As 3M and TFT gain access to new supply chain information, the risk assessments are updated. TFT has conducted four desktop risk assessments for 3M.
In 2017, TFT completed a desktop risk assessment in the first quarter, which has helped inform supplier engagement and site visits that will be conducted throughout the year.
Supplier engagement: TFT and 3M work directly with suppliers to evaluate conformance to the 3M policy, engage in specific conversations about improvement and program implementation, and opportunities for collaboration where suppliers go beyond the minimum expectations. 3M targets work with its direct suppliers, encouraging them to take responsibility for their supply chains by creating their own responsible sourcing policies and management systems for the fibre they source and produce.
In 2017, 3M will lead on this work, however TFT will join discussions with suppliers where helpful to continue to build a successful program. This is particularly relevant when subject matter expertise is needed.
Supplier site visits: In some cases, TFT performs site visits to ensure that suppliers are meeting 3M policy expectations around social and environmental standards and traceability. Site visits are happening all over the world. TFT helps 3M and suppliers to address gaps between current practice and 3M policy expectations, at the specific site being assessed, and at the company group level. Where these assessments occur at operations not directly managed by a 3M supplier (i.e. a “Tier 2” or indirect supplier), 3M aims to partner with one of their “Tier 1” suppliers who source from the target operation, to attend the assessment and help drive improvements in their supply chain. Through 2016, there have been seven supplier visits in China, Taiwan, Sweden, Canada and Brazil. 3M staff join TFT for each of these visits to build understanding and capacity.
In 2017, TFT and 3M expect to complete four or five site visits throughout four major regions – North America, Europe/Russia, Asia Pacific and Latin America. The site visits will build upon supplier engagement to date.
Transformation activities: 3M is committed to positively influencing the industry and collaborating with others to amplify efforts towards responsible sourcing and sustainable forestry. The transformation stage of the VTTV process is the most challenging step, however it is essential to create change at an industry or landscape level. Deep supplier engagements like site visits can be transformative, but activities can also go beyond to include on the ground activities to implement TFT initiatives such as Kumacaya.
In 2017, 3M and TFT will seek opportunities to maximize supplier engagement with on the ground transformation projects. 3M hopes to combine efforts with other TFT member companies to create a large impact
